Organon §198

Topical application alone of a medicine that would be curative if given internally is reprehensible for the same reason.If the local malady of a chronic disease is lifted locally and in a one-sided manner, the internal treatment indispensable for a complete restoration of health remains in the dark. With the disappearance of the chief symptom (the local malady) one is left with less discernible symptoms which are less constant and less lasting. These are often not sufficiently peculiar, not characteristic enough, to portray the  image of the disease in distinct and complete outline.
