The power of medicines to affect the health of every human being is absolute and unconditional. A medicine's effects will be perceptible if the dose is large enough. 

3. It is entirely different with the artificial disease potences which we call medicines. Every true medicine works at all times, under all circumstances, on every living human being, and arouses in him its peculiar symptoms. These symptoms will be distinctly conspicuous if the dose is large enough. It is evident, therefore, that every living human organism must be affected throughout and, as it were, infected by the medicinal disease at all times and absolutely (unconditionally) which is, as said before, not at all the case with natural diseases.
